Scope Hierarchies & Workflow

Define how parent business units and locations roll up, and which roles are in the RACI for each HC approval stage. Empty hierarchy tabs = today's exact-match scoping. Empty Workflow RACI tab = legacy stage gating (Manager → HRBP → Finance → Final). Custom dimensions (cost center, etc.) are configurable via API; UI coming.

Re-run hierarchy detection across all dimensions. Insert counts show new edges added (idempotent - already-present edges are skipped). Preview shows what WOULD be inserted without mutating.
